TOKYO – March 23, 2015 – Works Applications, Japan’s largest ERP software provider, today announced it has been selected by Kanagawa Prefecture in southern Japan, to manage payroll and human resources for approximately 80,000 government employees. Kanagawa Prefecture includes the three cities of Yokohama, Kanagawa, and Sagamihara, and its local government covers the second-largest population in Japan outside of Tokyo.
Kanagawa Prefecture is dedicated to streamlining prefectural work in order to provide more efficient service to local citizens. As part of this effort, the prefecture began a study of the human resources payroll system in use over its 13-year operating period. Results of the study showed that as the system was modified over the years, the government incurred high modification costs to keep in line with structural changes. In some cases, the system could not be made to conform, requiring manual completion of tasks and leading to complicated processes. In addition, the system was plagued with ongoing operational problems. As a result, Kanagawa chose to implement COMPANY HCM and Payroll.
Kanagawa Prefecture selected COMPANY as their new human resources payroll management system based on the cost-effectiveness of the solution and the associated consulting services. Kyoto Prefecture has achieved efficiencies associated with paper forms and computerization of manual processes. In addition, by outsourcing human resources payroll work and through the flexibility of the COMPANY solution, Kyoto Prefecture has been able to shift personnel to the prefectural citizens department, thus improving the quality of the government services they provide.
Shimane Prefecture introduced COMPANY with the aim of increasing work efficiency and reducing expenses. By streamlining and computerizing previously manual processes, they have achieved a completely paperless system. Shimane Prefecture has also significantly reduced operational expenses related to system modifications.
Nagano Prefecture introduced COMPANY to manage activities in various prefectural government departments; from police to hospitals to educational institutions. With the implementation, Nagano was able to standardize systems among the various departments and increase efficiencies in labor management. In addition, when functional additions or changes occur due to changes in laws or system processes, Nagano has availed itself of COMPANY’S free version upgrades and maintenance. Thanks to the implementation, they have achieved a system that can be managed by the employees themselves together with the system development vendor, while realizing cost reductions associated with hardware updates.
